Phillip T. Redford: Emergency Operations Planner
Phil Redford is the emergency operations planner for the Wheeling–Ohio County Emergency Management Agency, where he also serves as the Citizen Corps coordinator. He has more than 11 years of experience in law enforcement and emergency response. He is also a police officer for the city of Wheeling, where he is unit supervisor. He also works as an investigator for Fitzsimmons Law Offices.

Redford received a bachelor’s degree from Marshall University in 1995 in Criminal Justice. That same year he graduated from the West Virginia State Police Academy. He has numerous certifications, including Leadership Wheeling, emergency manager Level II, police and EMS cyclist Instructor, laser radar and coordinate instructor, community policing and ethic instructor, and hazmat operations/technician.

Currently, he is the only certified police and EMS bicycle instructor in the State of West Virginia. He has organized and implemented the Wheeling police department’s Bicycle Patrol, Citizens on Phone Patrol, and child ID programs. He has more than 1,000 hours of teaching experience with both law enforcement and EMS personnel. He also has organized and operated eight Neighborhood Watch groups throughout Wheeling.

In 2001 Redford received a certificate of appreciation from the United States Department of Justice for Outstanding Community Policing. In 1999 he received an outstanding service award from The Hopeful City Initiative and an outstanding service award for community policing from the Wheeling Chapter of the NAACP.
